Managing fellow human beings is a complex task if you approach leadership with rose-coloured glasses. And this book sensitises prospective helmsmen with the first few questions in its preface:

“How do you hire people? How do you encourage them to do a better job? What do you say to them if they do not? How do you fire someone who refuses to cooperate? How do you get your staff on board at a time of major change, or crisis?”

One of the affirmations by Peter Drucker, to back up some of Silverstein’s theories, says: “The task of management is to make people capable of joint performance, to make their strengths effective and their weaknesses irrelevant.”

To that, some sceptics might say: “That is touchy-feely talk straight from a fairytale-like team-building series of team-building affirmations, which sound nice the first time you hear them, but fade into distant memory just when you have to implement them.”

Most people like to think that when you are a manager, what you say goes, no second opinion counts, consultation has no room and that motivating staff is unnecessary because, after all, people offer a service and management rewards this with hard cash.

But Silverstein argues that managing people is not like managing things or projects. He says each person has unique capabilities and talents, strengths and weaknesses – and feelings, so that helping each different person to greater performance or achievement heights might require different motivational strategies and tactics.

This is shown in chapters dealing with managing individuals, managing teams, managing projects, leadership and communication.

Sadly, management is a highly-pressured activity. Cool-headedness is the last thing most managers consider to muster. Most calm down, come to mother earth and treat others well, after many losses, failures and bittersweet life lessons.

Those who believe that workers are clods without feelings, let alone rights, ought to consider what Tom Markett, the author of You Can’t Win A Fight With Your Boss, says: “If your staff are happy, you are doing your job. People don’t often leave jobs they like. Treat people the right way and you will have disciples for life.”

Such books are hard to fault. They mean well.

麥克.甘迺迪(Michael N. Kennedy)

Germany's Brockhaus Encyclopedia Goes Online

The German encyclopedia publisher Brockhaus said it would place its reference works on the Internet to offset falling revenues. Unlike popular reference work Wikipedia, it will be ad-sponsored and professionally edited.

It's the paper death of a classic. The German publisher Brockhaus has been printing its encyclopedias for nearly 200 years, and anyone who's had the money has boasted a collection of the handsome works on their bookshelves for all the world to admire.

But the Internet has been a thorn in Brockhaus' side years now, forcing the company to reevaluate its strategy. The German version of the democratic digital reference work Wikipedia has been seen as cutting into Brockhaus' profits.

"Though official figures are not yet out for 2007, we can expect losses of around several million euros," a Brockhaus spokesperson said earlier this week.

The publisher's management is reviewing ways to reduce costs, which could also include slashing around 50 jobs at the Mannheim office. Brockhaus employs nearly 450 people nationwide, around 250 of whom are in Mannheim.

Brockhaus is planning to launch its free encyclopedic portal in mid-April, with the publisher banking on its soundly researched information to set itself apart from Wikipedia, which can be edited by all Internet users.

"Brockhaus Online will provide relevant, reviewed information from all fields of knowledge," a press statement said.

The Brockhaus branch in Leipzig, which includes about 60 employees, was transformed into a purely online editorial office last year.

Brockhaus said it would fund its new Internet product through advertising. The company also intends to create an online service for schools that will be free of advertising.

The future is online

"Market analyses clearly show that customers will research specific information on the Internet more and more in the future," the Brockhaus spokesperson said.

The 21st edition of the Brockhaus encyclopedia was likely the last in printed form. "Now, everything will happen online," the spokesperson said.

"But, we will clearly distinguish ourselves from providers like Wikipedia, by banking on relevance, accuracy and reliability," the spokesperson said. "And, our information cannot be manipulated."

The online reference work Wikipedia was established in 2001, with the aim of having Internet users themselves create the encyclopedia's content. The Web site's democratic nature has made some of its entries on contested subjects prone to manipulation. Several studies have, however, shown that Wikipedia's error rates are on par with those of major encyclopedias.

Millions of people around the world use the service. According to Wikipedia, 10,000 people regularly write entries in Germany alone.

Donations cover Wikipedia's annual worldwide costs of $5 million (3.4 million euros), most of which is spent on technological equipment and administration.

Places I Never Meant to Be

Places I Never Meant to Be is a book edited by Judy Blume and first published in 1999. The book is a collection of short stories written by authors who have been censored or banned in some form in the United States. Sales went to benefit the National Coalition Against Censorship.

Introduction

When I was growing up I’d heard that if a movie or book was “Banned in Boston” everybody wanted to see it or read it right away. My older brother, for example, went to see such a movie -- The Outlaw, starring Jane Russell -- and I wasn’t supposed to tell my mother. I begged him to share what he saw, but he wouldn’t. I was intensely curious about the adult world and hated the secrets my parents, and now my brother, kept from me.

A few years later, when I was in fifth grade, my mother was reading a novel called A Rage to Live, by John O’Hara, and for the first time (and, as it turned out, the only time) in my life, she told me I was never to look at that book, at least not until I was much older. Once I knew my mother didn’t want me to read it, I figured it must be really interesting!

So, you can imagine how surprised and delighted I was when, as a junior in high school, I found John O’Hara’s name on my reading list. Not a specific title by John O’Hara, but any title. I didn’t waste a minute. I went down to the public library in Elizabeth, New Jersey, that afternoon -- a place where I’d spent so many happy hours as a young child, I’d pasted a card pocket on the inside back cover of each book I owned -- and looked for A Rage to Live. But I couldn’t find it. When I asked, the librarian told me that book was restricted. It was kept in a locked closet, and I couldn’t take it out without written permission from my parents.

Aside from my mother’s one moment of fear, neither of my parents had ever told me what I could or could not read. They encouraged me to read widely. There were no “Young Adult” novels then. Serious books about teenagers were published as adult novels. It was my mother who handed me To Kill a Mockingbird and Anne Frank’s Diary of a Young Girl when they were first published.

By the time I was twelve I was browsing in the bookshelves flanking the fireplace in our living room where, in my quest to make sense of the world, I discovered J.D. Salinger’s The Catcher in the Rye, fell in love with the romantic tragedies of Thomas Hardy and the Brontë sisters, and overidentified with Marjorie Morningstar.

But at the Elizabeth Public Library the librarian didn’t care. “Get permission in writing,” she told me. When I realized she was not going to let me check out A Rage to Live, I was angry. I felt betrayed and held her responsible. It never occurred to me that it might not have been her choice.

At home I complained to my family, and that evening my aunt, the principal of an elementary school, brought me her copy of A Rage to Live. I stayed up half the night reading the forbidden book. Yes, it was sexy, but the characters and their story were what kept me turning the pages. Finally, my curiosity (about that book, anyway) was satisfied. Instead of leading me astray, as my mother must have feared, it led me to read everything else I could find by the author.

All of which brings me to the question What is censorship? If you ask a dozen people you’ll get twelve different answers. When I actually looked up the word in The Concise Columbia Encyclopedia I found this definition: “[The] official restriction of any expression believed to threaten the political, social, or moral order.” My thesaurus lists the following words that can be used in place of ban (as in book banning): Forbid. Prohibit. Restrict. But what do these words mean to writers and the stories they choose to tell? And what do they mean to readers and the books they choose to read?

I began to write when I was in my mid-twenties. By then I was married with two small children and desperately in need of creative work. I wrote Are You There God? It’s Me, Margaret right out of my own experiences and feelings when I was in sixth grade. Controversy wasn’t on my mind. I wanted only to write what I knew to be true. I wanted to write the best, the most honest books I could, the kinds of books I would have liked to read when I was younger. If someone had told me then I would become one of the most banned writers in America, I’d have laughed.

There is, of course, a longish and well-established tradition of Englishmen writing about Arabia, and much of it is in a similar vein. Take a romanticisation of the ‘noble bedu’, add a sense of the spiritual cleanliness of the desert, throw in a dash of half-acknowledged sexual ambiguity and ‘voila!’ - there is your cocktail, and a pretty unpalatable one it can be too.

Fortunately, Tim Mackintosh-Smith’s book is not like that at all. True, he has his prejudices- ‘the dour Saudi’, the ‘impossibly polite Levantine’ and - a recurring theme, this one, - the ‘smug Egyptian’. And like so many of the Englishmen who have engaged with the peninsula, Mackintosh-Smith manages more or less to ignore the female of the species (there is a rather self-conscious and unconvincing apologia for this near the beginning of the book). But by and large, ‘Travels in Dictionary Land’ is a compelling account of life in contemporary Yemen through the eyes of a foreigner who has decided to make the place his home. As Mackintosh-Smith himself says, the book is ‘unfashionably digressive’, but therein lies perhaps the most endearing of its various qualities.

It helps that the writer has so much promising material to deal with. For this is of course the upland ‘other Arabia’, away from the deserts and motorways and camels and shopping malls of Saudi Arabia and the Gulf. Without being for a moment in any way patronising, he makes it clear on every page that he is very fond of Yemen and the Yemenis - as well he might be. He is clearly a ‘qabili’ by instinct, much happier walking in the Wadi Surdud than drinking beer in Aden, but he is naturally generous and his descriptions, while retaining a healthy sense of the ridiculous, are never small-minded or carping.

Mackintosh-Smith lives in Sana’a, so it is appropriate that his Yemeni progress both starts and ends here. On both occasions, qat is much in evidence (‘in the end, though, the question of its desirability and permissibility revolves around matters of politics, taste, ethnocentrism and sectarian prejudice’ - which sums up the issue pretty neatly in my view). But the greater part of the book consists of set-piece excursions (or diversions), which taken as a whole give a remarkably full picture of Yemen and its diversity, both now and in the past. Mackintosh-Smith has a good sense of history, and learning worn lightly is another of the qualities that give the book its shape and depth. He takes us gently by the hand through the quasi-mythological genealogies of the Arabs in general and the Yemenis in particular (and I defy even the most battle-scarred Arabist of the old school to take the end of Muhammad al-Hajari’s ‘Compendium’ in his or her stride: ‘... Now, this Shayban married three wives: Mihdad the daughter of Humran ibn Bishr ibn Amr bin Murthad, who bore him Yazid; Akrashah the daughter of Hajib ibn Zurarah ibn Adas, who bore him al-Ma’mur; and Amrah the daughter of Bishr ibn Amr ibn Adas who bore him al-Maq’ad ... etc, etc).

Then, we are introduced by way of Baraqish and the Marib dam to the complexity of Yemen’s pre-Islamic history, which even if it did not quite encompass the Yemeni state in Tibet claimed by Nashwan ibn Sa’id, certainly achieved a remarkable degree of organisation and sophistication before the Roman mercantile fleet succeeded where Aelius Gallus’s legion had failed and diverted the great overland Arabian incense routes, precipitating a decline that culminated in the bursting of the dam and the demise of ‘al-Qalis’, the great Sana’a Cathedral whose site can still be seen in the souq. And next, the crucial role played by Yemeni warriors in the first breathtaking expansion of Islam, intermingling with the Berbers of North Africa and bringing down Visigothic Spain before ‘briefly occupying Bordeaux’.

Interwoven with this historical tale - the first arrival of the Ottomans, impressions recorded by the occasional European visitor - are visits to Sa’ada, the ‘architect’s city’, where in the qat souq the writer, the qat merchant and a local Jew get down to the ‘ancient rivalry of the People of the Book- trying to get the best price’, and to Shahara, where he encounters German tourists, ‘fashionably weathered by a life of smart travel destinations’ (would the author prefer his tourists unfashionable, or does he disapprove in principle, in which case what exactly is he?), and to Jabal Raymah, where he catches perfectly that exhilarating Yemeni experience of walking through clouds, and where he drinks a can of ginger beer- ‘Flavoured with chemicals resulting from decades of research, packed in al-Hudaydah under franchise from a German firm in a can made from the product of a Latin American bauxite mine, furnished with a ring-pull that was the chance brainchild of a millionaire inventor, and brought here by truck, and then donkey, for my delectation, it wasn’t nearly as refreshing as the ‘qishr’- but then doubtless those Yemenis in Bordeaux encountered some fairly complicated cultural and commercial cross-fertilisations too along the way.

If all this seems slightly incoherent or out of control, it isn’t. It is merely, as said, digressive. Mackintosh-Smith is skilled at taking a place or an event and using it as a peg on which to hang all manner of fascinating and improbable detail. A visit to Wadi Dahr is the occasion, naturally enough, for a brief history of and meditation on the ‘gorgeous and disorderly’ Imamate and its overthrow (while he is doubtless an impeccable Sana’ani in all other respects, I suspect Mackintosh-Smith harbours a certain romantic sympathy, and I would not want to put it any stronger, for these intriguing if bloodstained despots). Gradually, the outside world began to intrude. The author relates the reaction of a Court historian, one Isma’il al-Washali: "Some (new inventions) he was able to see for himself, like the telegraph, which on one occasion brought word of the destruction, by a comet, of two cities of India whose people are infidels. They are cities of Amrika in the land of the Franks’. The wireless telegraph arrived soon after: al-Washali suggests that it works by means of mirrors ... Other inventions are reported second-hand, like the ‘land steamer’ on the Hejaz Railway, and the ‘steamer which flies in the air’- two were brought down during fighting between the Ottomans and the British near Aden, ‘perhaps with a magnet’." Here, we have the fascinating and authentic voice of one civilisation encountering another, of worlds in collision.

Interestingly, perhaps, given his particular affection for the mountainside tribal culture of northern Yemen, Mackintosh-Smith has particularly interesting things to say about the two places in Yemen perhaps most remote from it, and by no means only in the geographical sense: the Hadhramawt and Socotra. The Hadhramawt, with its ‘palazzos of the merchant sayyids’, its lore of ‘priapic-Oedipal’ activities and with the ‘cities of the imagination’, Ad and Thamud, just beyond, is generally acknowledged to be a place that gets under one’s skin, but here one senses that Mackintosh-Smith is a visitor too, which is not the case in most of the other parts of Yemen he describes. And this is even more the case in Socotra, scarcely less remote than Waq Waq, ‘the Arab Ultima Thule’; a fabulous island of dragons and phoenixes and weird plants and trees that the British apparently once considered as an adjunct to the Jewish state in Palestine. Nominally Christian for several centuries in the past and briefly occupied by the Portuguese (the writer meets a woman ‘unveiled and handsome in a strikingly Iberian way - the sort of woman you might run into in a smart Lisbon department store’) and now claimed by whatever currently passes for the government of Somalia, Socotra is in every sense the end of Yemen, both in fact and in the author’s mind.

Travels in Dictionary Land is therefore not merely a book about Yemen, but about how one person has come to find contentment there, despite the vicissitudes of civil war and violence, and despite those aspects of daily life in Yemen which make one realise how precarious life itself can be. That is why it does not actually matter a great deal whether anyone has ever really called Tim Mackintosh-Smith ‘Sheikh of the Nazarenes’, or even whether he really did come across a young boy in the Sana’a souq wearing his own old prep school blazer, complete with tell-tale inkstain on the inside pocket. These stories feel right, which speaks for itself.

George John Romanes FRS (May 19, 1848May 23, 1894) was a Canadian-born English naturalist and psychologist who laid the foundation of what he called comparative psychology, postulating a similarity of cognitive processes and mechanisms between humans and animals.

He was the youngest of Charles Darwin's academic friends, and his views on evolution are historically important. He invented the term neo-darwinism, which is still often used today to indicate an updated form of darwinism. Romanes' early death was a severe loss to the cause of evolutionary theory in Britain. Within six years Mendel's work was rediscovered, and a whole new agenda opened up for debate.

Romanes was born in Kingston, Ontario, the third son of George Romanes, a Scottish Presbyterian minister. When he was two years old, his parents returned to England, and he spent the rest of his life in England. Like many English naturalists, he nearly studied divinity, but instead opted to study medicine and physiology at Cambridge University. He graduated from Gonville and Caius College, Cambridge with the degree of BA in 1870, and is commemorated there by a stained glass window in the chapel. It was at Cambridge that he came first to the attention of Charles Darwin; the two remained friends for life.

Romanes founded a series of free public lectures – still running to the present day – which are named the Romanes Lectures after him. He was a close friend of Thomas Henry Huxley, who gave the second Romanes lecture.

Romanes's support of his claims by anecdotal evidence, rather than empirical tests, prompted C. Lloyd Morgan's warning against Romanes's methods, Morgan's Canon of Interpretation.


[edit] Romanes on evolution

Romanes tackled the subject of evolution frequently. For the most part he supported darwinism and the role of natural selection. However, he perceived three problems with darwinian evolution:

  • 1. The difference between natural species and domesticated varieties in respect of fertility. [this problem was pertinent to Darwin, who used the analogy of change in domesticated animals so frequently]
  • 2. Structures which serve to distinguish allied species are often without any utilitarian significance. [taxonomists choose the most visible and least changeable features to identify a species, but there may be a host of other differences which though not useful to the taxonomist are signifiicant in survival terms]
  • 3. The swamping influence upon an incipient species-split of free intercrossing. [Here we strike the problem which most perplexed Darwin, with his ideas of blending inheritance. It was solved by the rediscovery of Mendelian genetics, and later work showed that particulate inheritance could underlie continuous variation: see the evolutionary synthesis]

Romanes also made the acute point that Darwin had not actually shown how natural selection produced species, despite the title of the famous book! Obviously natural selection could be the 'machine' for producing adaptation, but what exactly was the mechanism for splitting species?

Romanes' own solution to this was called 'physiological selection'. His idea was that variation in reproductive ability caused mainly by the prevention of intercrossing with parental forms was the primary driving force in the production of new species. The majority view then and now was for geographical separation to be the primary force in species splitting (allopatry) and increased sterility of crosses between incipient species as secondary.

  阿馬蒂亞森,印度人,在西方和印度早負盛名,但是中國人——首先是學術界——熟悉他,當在他榮獲1998 年諾貝爾經濟學獎之後。進入新世紀這幾年,他的著作被陸續介紹到中國來,接二連三,看來有一些熱。熱是好事,好在他似乎比別的經濟學家更能給我們帶來有益 的啟發。不過,已經迻譯的作品多與經濟學專業有關,且往往橫跨多種領域,如經濟、政治、數學、哲學、倫理、社會學等,外行如我者,總不免望而生畏,因為不 具備相應的專業知識,畢竟難窺門徑。現在好了,我們有了一本不那麼專業的著作翻譯出來,凡是對文化有興趣的人,都可以拿來讀。它就是眼前這部《慣於爭鳴的 印度人》。書是講文化的不錯,但不是講述,而是討論,討論的目的在於申述作者自己的見解,一些很少能在別處讀到的見解。森既熟悉印度,又瞭解東西方,作為 視野開闊,目光深邃的思想家,論事常能察人所難察之隅,發人所未發之覆。這部書的價值就在這裏——它促使人思考。這樣說來,閱讀此書,難免還需正襟危坐, 循著作者縝密的思路,慎加踏尋。相信讀者這樣做了,必能有豐富的收穫。

  一、阿馬蒂亞森生平簡介
  
  1933 3 月,阿馬蒂亞森出生在印度孟加拉的聖蒂尼克坦,地點在羅賓德羅納特泰戈爾創立的國際大學校園內。他的外祖父是研究中世紀印度文學的著名學者,也是一位印度教哲學權威,與泰戈爾過從甚密。阿馬蒂亞這個名字就是詩翁泰戈爾為他取的,意為永生
  他的父親在達卡大學(在今孟加拉)教授化學。浸染在周圍濃厚的學術氛圍當中,據他後來回顧,未來的人生道路似乎除了矢志向學,教書為文,輾轉於世界各地的大小校園之間, 想不出還會是別的什麼樣子。

  森幼承家學,發蒙很早,而後來的初等和中等教育,則主要完成于泰戈爾建立的學校。這裏課程設置豐富,充分反映了泰戈爾在文化上兼收並蓄的思 想。學校的教育理念也很先進,那就是著重啟發和培養學生的好奇心和求知欲,而對於在考試成績上爭強好勝,希望因此而出人頭地的表現,則從不鼓勵。這種教育 理念對他影響至深,使他畢生受用。他在青少年時期愛好廣泛,17 歲以前志趣幾變,曾遊移在梵語、數學、物理等不同專業之間,最後終於被經濟學所吸引,不再旁騖。不過,畢生從事教學和研究的意願,則從未變過。離開聖蒂尼 克坦後,1951 年,他進入加爾各答管區學院,專修經濟;1953 年離印赴英,進劍橋大學三一學院,繼續深造,並於1959 年獲得博士學位。此後,他相繼在印度德里大學經濟學院、倫敦經濟學院、牛津大學萬靈學院、哈佛大學等高等學府任教,教授經濟學和哲學等。1998年,他被 三一學院選為院長,複回劍橋,主持學政。2003 年以後,他又返回哈佛工作。他擔任過一些重要的學術組織,如美國經濟協會、經濟計量學協會和國際經濟協會的主席,也曾在國際事務中起過重要作用,如擔任聯 合國秘書長的經濟顧問,以及幫助聯合國開發計畫署編制人類發展報告等。
  1952 18 歲的時候,他曾罹患口腔癌,在加爾各答進行了大劑量的放射治療。當時距廣島和長崎的原子彈爆炸不過7 年,對於這一療法的長期效果依然認識不足。大劑量放射雖然消滅了口內的癌細胞,但也破壞了他的硬齶骨骼。在後來的近20 年內,他一直面臨著癌症復發和骨骼壞死的潛在威脅。1971 年他赴倫敦經濟學院工作。在倫敦他要做的第一件事,便是住進醫院,進行徹底診治。醫生為他做了近7 個小時的整形手術,當他從麻醉狀態中醒來時,已是淩晨4 點。他急於知道自己的癌症是不是復發了。但是值班護士告訴他,結果得等到9點大夫查房時,才能宣佈。他變得緊張起來。護士感到了他的惶惑不安,似乎想說些 什麼,但欲言又止。最後還是同情心起了作用,她對他說:他們誇你好呢。他知道這樣的話意味著什麼,於是如釋重負,安然睡去。此後,每當他在研究工作 中,打算通過人民的健康水準,來判斷一個社會的優劣時,他總會想起那位善良的護士小姐,把她對待病者的仁愛態度視為基準。
  
  阿馬蒂亞森有過三次婚姻經歷。他的第一個妻子納巴尼塔黛烏是一位詩人、小說家和文學批評家,是當代最受歡迎的孟加拉語作家之一,常有詩人 帶著自己的作品當面給她朗讀,徵求她的意見。早年她還同森一起研究過《羅摩衍那》等梵語史詩的風格和創作特點等問題。他們的婚姻在1971 年去倫敦後結束。1973 年森同愛娃科洛爾尼結婚,她的雙親都是猶太人。科洛爾尼學法律、哲學和經濟學,為人深具道義精神,善於理性思考。她在1985 年因胃癌溘然去世。他的第三個妻子艾瑪喬治娜羅思柴爾德是一位經濟史專家,做過劍橋大學國王學院歷史和經濟學中心主任。
  
  森研究經濟學的重要動機之一,是幫助他的祖國印度擺脫經濟貧困,走向繁榮。為此,他曾經選擇經濟發展問題作為他的主攻方向之一。他在1971 年離開印度,輾轉于歐美各著名學府,但始終和國內的大學保持著緊密的聯繫,尤其是他曾經工作過的德里大學。他一直是該大學的榮譽教授。為了學術活動,也出 於自己的愛好,他始終過著帶有遊歷性質的生活。劍橋畢業以後,他便常回印度,從來沒有半年不歸的情況。他也一直保持著印度國籍。這樣的好處之一是保證了他 對於國內公眾事務的發言權。

  阿馬蒂亞森研究範圍廣泛,除經濟發展外,在福利經濟學、社會選擇理論等方面著力尤多,成就斐然。他已經出版了《貧困與饑荒:論權利與剝 奪》、《理性與自由》、《以自由看待發展》、《身份認同與暴力》、《經濟發展與自由》、《集體選擇和社會福利》、《論經濟上的不平等》、《倫理學和經濟 學》、《自由、合理性與社會抉擇》等十幾部專著,其中前五種已經出版漢譯本。

  為了表彰他在福利經濟學和社會選擇理論研究上的突出貢獻,以及他對於社會最貧窮成員所面臨問題的關心,瑞典皇家科學院將1998 年的諾貝爾經濟學獎授予他。福利經濟學試圖解決的問題,是如何根據社會公眾的生活狀況來評估政府的經濟政策是否得當。森窮其一生致力於這一研究,並因此而 被稱作經濟學界的良心。他在1970 年出版的專著《集體選擇和社會福利》影響深遠。該書就個人權利、多數裁定原則、有關個體狀況資料的有效性等做了著重論述,意在促使研究者將注意力集中在社 會基本福利問題上。他設計了若干方法,用以測算貧窮的程度,算後所得的資料,可以為改進窮人的經濟狀況提供有效的幫助。他關於饑荒原因的著作尤負盛名。他 的研究成果具有很大的現實意義,為有效地防止或減輕食物短缺帶來的後果提供了實際的解決方法。
  
  二、兩大研究課題:饑荒和民主
  
  森對於饑荒問題所做研究的成果,集中體現在他出版於1981 年的《貧困與饑荒:論權利與剝奪》一書中。在這部書裏,他向從未遭到質疑的傳統觀點提出了挑戰,這種觀點認為造成饑荒最重要的原因無非是食物短缺,故往往 發生在旱災或洪澇災害之後。通過對1940年以來發生在印度、孟加拉和非洲撒哈拉等貧窮國家和地區數起災荒的實證研究,他發現事實並非如此簡單。例如 1974 年孟加拉饑荒,就是由於當年該國發生水災引起食物價格飛漲,農業工人的就業機會急劇減少,收入大幅降低,使得他們無力購買糧食,從而陷入饑餓境地造成 的。他認為,要想徹底弄清饑荒的形成機制,必須仔細分析不同的社會經濟因素如何影響不同的社會經濟群體,進而導致了災難性的後果,致使某些群體連果腹這樣 應得的基本社會福利都無法獲得。
  
  森對於饑荒問題的興趣源於他的個人經驗。他在9 歲時親身經歷了1943 年孟加拉大饑荒,這次饑荒造成了三百萬人死亡。如此巨大的人口損失,經他後來研究,是完全可以避免的。他指出,當時的印度有著充分的糧食供應,只是由於大 量的農工失去工作,貧窮如洗,從而失去了購買能力,糧食的分配途徑遂因此而被阻斷。通過審慎考察近年發生的重大饑荒的環境條件和形成機制,阿馬蒂亞森指 出,在許多饑荒的實例中,食物的供應能力實際上並未顯著減少。相反,正是另外的社會和經濟因素,如工資降低、失業、食物價格騰貴、食物分配系統崩潰等,造 成了社會中某些群體的人們陷於饑餓。換句話說,饑荒的形成並不是沒有糧食,而是饑餓的人有需求而無消費——這些人的糧食消費權利被廢止了!這樣的饑餓群 體,總是無錢無權的底層民眾。森用他少時的經驗告訴人們,災荒年代受苦最深,乃至大量死亡的,永遠是在社會階梯上處於低端地位的人,特別是那些根本無階梯 可上的農業勞動者。他們處於完全無法採取行動的狀態——既無從獲得食物,也無力逃避災禍。一個國家的階級特徵在災荒年代表現得就是這樣突出!森的結論是: 饑荒不僅源於食物的缺乏,更源於食物分配機制上的不平等。
  
  饑荒既然多屬人禍,那麼它就不是不可通過盡人事以求避免的。饑荒出現的時候,也正是需要政府積極發揮職能的時候。由於饑荒的主要受害者是窮 人,政府便可通過適當的就業方案,如實施某些公共工程等,提高窮人的收入,使他們有能力購買食物,同時嚴格平抑物價,使之保持穩定,從而防止饑民產生乃至 死亡。即使是最貧窮的國家,只要政府採取了得當的干預措施,也能順利渡過嚴重的水旱災荒, 1973 年的印度,八十年代初期的辛巴威和博茨瓦納,都是例子。政府對人民遭受災難的反應,取決於它受到的壓力。投票選舉、批評、抗議等行使政治權利的方法,都 是施加壓力的手段。只要政府認真努力,饑荒實際上不難預防。面對選舉、反對黨和獨立報紙,一個民主政府除了竭盡全力,採取合理的救災手段以外,別無選擇。 相反,非民主國家易於發生災難,致使哀鴻遍野,就在於受難者沒有地方發出他們的聲音。印度的最後一次饑荒發生在1943 年,而自1947 年獨立,有了多黨制和新聞自由之後,便和其他民主國家一樣,再也沒有出現過某些專制社會、殖民地、一黨制或軍事獨裁國家一再出現的大饑荒。森是一位堅定的 政治自由的捍衛者。他相信在運轉正常的民主制度下面,饑荒是不會發生的,因為那裏的國家領導者必會更為負責地聽取公民的要求。總之,森的結論是明確的。他 絕不相信災荒和饑饉是不可化除的天譴。如下這一在經濟學界廣為人知的名言,就是他的觀點的總結:事實是顯著的:在駭人聽聞的世界饑荒史上,從來沒有一個 獨立、民主而又保障新聞自由的國家發生過真正的饑荒。無論找到哪里,我們都找不到這一規律的例外。  森也曾分析過中國的三年自然災害,結論並無兩樣。1960 年前後饑荒的死亡人資料不同的統計來源,在2200 萬到4000 萬之間,為世界有史以來所僅見。近年有關研究文章除承認當時確有糧食減產外,也指出了若干重大的決策錯誤。以饑荒最為嚴重的四川為例,原因即有:糧產大幅 下滑、由浮誇風虛報造成的大幅糧食外調、受極左路線危害比他省為烈、為保京、津、滬而向三城調糧等。於是世代衣食無憂的天府之國村有餓殍,成為全國死亡人 口最多的省份(940 —1000 萬)。當此之時,主政西南包括該省在內的方面大員卻出語驚人:中國這麼大,哪朝哪代不餓死人!千百年來,歷朝天子,但遇凶歲,猶知下詔罪己,以為因 應。大員的冷漠正可做森的理論的絕好注腳。

  阿馬蒂亞森深切關注的另一個問題是民主。

  民主究竟是什麼?他在他的長文《作為普世價值的民主》中自己設問,並力圖做出盡可能圓滿的回答。民主作為一種制度,自然是和社會政治生活 密切相關的。但是,他指出,我們不可把民主等同於多數人統治,當然更不能等同于少數人包打天下,多數人集體失聲的偽多數統治。在他看來,民主有 著必須滿足的複雜要求,其中當然包括投票選舉和尊重選舉結果,但同時也應該保障獨立自主和個人自由,尊重法律賦予的權利,容許自由討論,撤銷針對新聞傳播 和公正評論的政府檢查。如果不同的政治派別不能得到充分的機會以表達各自的立場,或者選民不能享有獲得消息以及考慮競選領袖觀點的自由,選舉即使舉行了, 也不免存在重大缺陷。民主是一種需要滿足多種要求的制度,而不僅僅是在隔絕狀態下運作的機械性規定(如多數人統治)。森認為民主政治的優越性至少表現在 三個方面:第一,人民獲得了行使公民權和參政權的保障,它們是作為社會存在的所有個體為尋求良好生活所必需的固有權利。第二,在效用上,它能夠促使政府傾 聽人民的聲音,注意他們的政治要求。第三,民主的實施,使公民獲得了彼此溝通和互相理解的機會,從而有助於社會形成其價值觀念,確定其不同時期所應優先處 理的不同問題。這三個方面分別體現了民主內在性的、工具性的和建設性的價值。這樣的民主,正是不傷天,不害理,不侵犯任何人,卻能使所有人擺脫恐懼,享受 安定生活的保證。

  因此,森堅定地認為,民主具有普世價值,應為人類社會的任何成員所天生享有。1997年夏天,一家日本大報問他:在20 世紀發生的大事之中,哪一樁最重要?他後來寫道:過去的一百年間的確不乏重大事件。但是比較之下,在20 世紀出現的種種偉大成就中,我還是毫無困難地選擇了最了不起的一樁:民主的興起。這並不意味著我想否認其他事情的重要性。不過,我堅持認為,在遙遠的未 來,當人們返觀這一世紀都發生了什麼事情的時候,他們定會發現,不把頭把交椅交給民主制度興起並成為最受歡迎的統治方式這件事,是不可能的。任何人,只 要他對20 世紀的大勢稍有認識,都會承認森的選擇是正確的。在這一百年內,儘管經歷了兩次世界大戰和不亞於戰爭的其他災難,人類之中還是有相當大的一部分,在艱難而 又曲折的跋涉後,走上了人人有口講話,不勞權勢包攬的民主發展道路。這在歐洲、亞洲、非洲、美洲,都有成功的例子。不能不說,這是人類解放自身的偉大成 就,而其他任何科學技術的發達,巨大財富的積累,預期壽命的延長,以及外星探測的成功等,與之相形,都很渺小。
  發端於歐洲和美國的民主擁有越來越多的信奉者,而不是越來越少。它不斷傳播,作為制度,已經擴展到世上最遠的各個角落,而那裏的人們,也 無不衷心接受,自願參與,森說。然而,揆之20 世紀的經驗,儘管民主已在興起發展,並為絕大多數人類所認同,卻不意味著它能夠暢行無阻,不受抵制。森顯然十分清醒地看到了這一點。他看出,那些反對民 主,否認它的普世價值的人,經常拿來當做藉口的,倒不是國民缺乏要求——因為這不合事實。他們百般推諉,藉以搪塞的最後理由,幾乎總是國情不同,不可強 求。所謂國情不同,又常托詞民窮,說窮人向來只關心麵包,不關心民主。森對於這種已成老生常談的藉口給予了有力的駁斥,指出它至少在兩點上,分明荒謬不 經。第一,民主的保護作用恰恰對於窮人特別重要。這在前面有關饑荒的例子中已經看到。沒有民主制度,他們之中有很多人就會死亡。在金融危機時期,從經濟階 梯上跌落下來的,也總是赤貧階層。任何巨大災難發生,其後果絕不是由社會全體成員平均分擔的。通過轉嫁,它們幾乎總是全部落到了最貧窮,最無助的那一個群 體身上。正是這些有著經濟需求的人,最需要,也最渴望在政治上發出聲音,以擺脫動輒輾轉溝壑的命運。第二,沒有任何證據表明,在可以選擇的情況下,窮人會 拒絕民主。實際上,窮人不關心民主的話,完全是從統治者及其依附者口中說出的,他們早已捂住了窮人的嘴巴。他們意圖用生存之權充抵民主之權。而事實是,抱 持此論不肯放鬆的統治者,很少有誰真心實意,為其底層民眾提供過最起碼的,合乎人道的生存權。森熟悉印度的歷史經驗。他指出,這一經驗完全否定了窮人不關 心民主的說法:印度的選民可算是世界上最窮的窮人之一,但是,如果一邊是基本的自由和權利被否定,一邊是經濟利益受損失,兩相權衡,他們一定會選擇抗議 前者,而放棄抱怨後者。針對國情論者的觀點,森的態度堅定而明確:民主絕不是奢侈品,非得等到普遍富裕了才需要它!到了現代,到了今天, 地不分東西南北,人無謂男女老幼,民主已是生民生而必備之物,它已如空氣和水一樣,為任何個人所不可缺,為任何權勢所不可奪。
  
  三、印度人的論爭傳統——幾個先例
  
  《慣於爭鳴的印度人》是阿馬蒂亞森的一部論文集,討論的問題廣泛涉及印度的社會、文化,歷史、哲學、宗教、政治、教育、文學等很多方面。這 部書的專業性雖然不那麼強,但仍舊不乏作者撰寫學術著作所一貫具有的文雅之風和雄辯之氣。全書分作四編,各有四篇文章,書名所用的,便是第一編第一篇的篇 名。如此冠題書名,顯然表明森對於印度人爭鳴傳統的重視非同一般。而這種重視,當然自有緣由:在他看來,爭鳴的存在,固為民主政治的特徵之一;若問源 流,則爭鳴也是民主政治的濫觴。依照印度人的經驗,他為我們展示出這樣的社會發展邏輯:爭鳴——寬容——民主政治。

  如前所述,阿馬蒂亞森深切關注民主問題。《慣於爭鳴的印度人》這篇文章,可以看做是長文《作為普世價值的民主》中有關印度部分的延展,內 容自然也大為豐富。他在文中提到的史實,以及他所提出的觀點,都值得我們認真思索。森將印度人喜好並且長於辯論的傳統追溯到西元前8 世紀開始的奧義書時代,乃至更早的吠陀時代。諸奧義書可稱婆羅門教的哲學性的論著。它們討論祭祀儀式、物質、靈魂和人生奧秘等問題,意在尋求終極真理以及 可以使人獲得解脫的知識,實際上是對於當時婆羅門祭司擅權腐化,祭儀繁縟現狀的反動。此後思考之風轉盛,沙門思潮興起。沙門是當時出現的自由思想家的統 稱,他們的觀點多與占統治地位的婆羅門思想相對立。西元前7—4 世紀的印度,是一個列國紛爭,攻伐不休的時代,思想上和宗教上也是異說蜂出,宗派林立,爭鳴激烈。喪失人心的正統婆羅門教陷於危機,佛教和耆那教等順應時 代的需要,以各種革新面貌出現於歷史舞臺。森有一個觀點,即對於宗教正統觀念的挑戰往往來自社會弱勢群體的代言人。佛教,舉例來說,就是這樣的代言 。它由於摒棄種姓制度而代表了眾多較低種姓的利益,從而吸引了他們,壯大了自己。釋迦牟尼的說教帶來了佛教的成功和一次思想解放。

  然而,森的理論要點,尚不在論辯的成功,而在體現於論辯之中的寬容,乃至不同觀點之間的理解、體諒和尊重。他提出印度歷史上四個赫赫有名的 偉大人物——阿育王、阿克巴、泰戈爾和甘地,以他們為例,指出在這個國家中,自由表達與充分寬容的精神源遠流長而又深入人心,並對近現代的印度政治,產生 了正面的影響。

  阿育王(西元前272 242 年在位)是孔雀王朝的第三位國君,曾經建立起古代印度最大的帝國,版圖幾近南亞次大陸的全部。《阿育王經》等數部漢譯佛典中載有大量關於他的生動故事。他 是通過激烈的爭權之戰弑兄而得王位的,後又於西元前260262?)年發動了殘酷的征服羯陵伽國的戰爭,造成了數十萬人傷亡。巨大的災難帶給他沉重的精 神負擔,終於使他幡然悔悟,決定改行和平國策,宣揚正法正法以少行不義,多做善事,慈悲、慷慨、真誠、純潔為要旨,集中體現了當時優良的宗教道 德。執政中期,他皈依了佛教。不過,他並未固守一己的信仰之私,而是以國事為重,傾全力消弭當時已經發展得十分嚴重的教派衝突,並以詔書的形式提出要求: 1.宣傳構成一切宗教本質的共同東西,作為大家的對話語言與調和基礎。2.通過克制對別派宗教的批評並進而學會互相尊重,培養各教派之間的團結意識。3. 召開宗教會議,使不同宗派的代表人物經常會面,通過教義上的爭論和切磋,縮小他們的距離,消除彼此的對立。4.提倡學習異己派別的經典,使自己成為多知多 聞的人,以利於擺脫狹隘的宗派觀念。阿育王自己亦身體力行,廣泛會見不同派別的宗教領袖,並向他們佈施。他甚至為被佛教斥作邪命外道的正命派開鑿洞 窟,供其使用。他的正法政策為經歷了數百年動盪的印度社會帶來了30 年和平,階級矛盾和宗教矛盾明顯減少,百姓得以休養生息,生活在穩定中有所提高。阿育王具有明確的宗教信仰,但是他卻以世俗君主自期。森所讚賞的,正是他 這一點。他特別提出阿育王鼓勵不同宗派的人公開表達自己觀點的做法,認為這種寬容的開明政策正是印度政治家民主意識的表現。歷史事實證明,正法政策的實 施,的確給阿育王時代的人民帶來了安定和幸福。
  
  阿克巴(1556 —1605 年在位)是莫臥兒王朝的第三代君主。該王朝在他的治下趨於鼎盛。若論文治武功,自13 世紀初德里蘇丹國建立,至19 世紀中葉莫臥兒王朝徹底覆亡,六百餘年,穆斯林統治者中能出其右的,沒有一人。他的成功在很大程度上是他實行開明政策的結果。他主動放棄了個人信仰的偏 見,誠懇邀請各派宗教學者到他的宮廷上來,傾聽他們的說教。他還常將不同教派的領袖人物召集在一起,辯論和研究各種宗教和社會問題,以辨明同異,消除誤 解,進而擺脫宗教矛盾,求得社會生活的和諧。無論伊斯蘭教、印度教,還是佛教、耆那教、祆教或基督教,乃至無神論者,他都一視同仁。作為具體措施,他廢除 了非穆斯林的人頭稅和香客稅,允許各宗教建立寺院,自由傳教,對於被迫改宗伊斯蘭教的人亦聽任恢復原來信仰,不加干涉。政府的職位向一切人開放,不問所 宗。每遇重大的非伊斯蘭教節日,皇宮也和民間一樣,舉行隆重的慶典。1579 6 22 日,阿克巴宣佈自己擁有對伊斯蘭教所有問題的最高裁決權,進一步集帝王與教宗於一身。1582 年,他創立了一個新的組織,名為聖教。它是一種具有泛神色彩的一神教,力圖冶印度當時的所有信仰於一爐。他的這一嘗試終因信眾寥寥而失敗,但是他內容 廣泛的宗教寬容政策還是取得了巨大的成功,從而給印度社會帶來了普遍的和諧與繁榮。
  在阿育王和阿克巴的時代,顯然,宗教寬容在很大程度上就意味著政治寬容。事實上,在印度歷代統治者中,允許不同宗教發出聲音,對於它們的宗 教活動採取寬和態度的並不乏人。笈多王朝的三摩答剌笈多、7世紀北印度的戒日王、14—15世紀的毗闍耶那伽羅王朝諸王等,都曾以善待異教信徒而著稱。 重要的是,他們的態度是名副其實的寬容,從不以效忠本朝本教為異教存在的前提,把它們變成自己的附庸。
  泰戈爾和聖雄甘地同為舉世景仰的近代印度傑出人物。他們一為文學巨匠,一為政治偉人,又都是見解獨到思想家。不過,森在這裏,在他的《泰戈 爾與他的世界》一文中提出討論的,不是他們的共性,而是他們的差異。出身、教育,以及獻身事業的不同,使他們在思想理念上存在著深刻的分歧。比如,對於甘 地在民族解放運動中提倡的手紡手織,泰戈爾不僅不贊一詞,而且苛評有加。甘地相信它意味著印度的自我實現,也有助於打破貧富之間的藩籬,達到民族團結的目 的。泰戈爾則認為紡車在經濟上沒有意義,在促使人們思考上,也無幫助。甘地後來喜歡獨身生活,泰戈爾則相對率性。甘地相信偶像在啟發民智上有其效用,泰戈 爾則認為人民任何時候都不應被當做孺子來對待。在認識論上,泰戈爾相信事物真偽的裁定,必以觀察結果為根據,因而偏重理性,而甘地則有時會傾向於某種宗教 性的臆斷,似乎並不排除天人感應的存在。對於民族主義、殖民主義、愛國主義、經濟與社會發展等問題,他們也各有看法,且直率發表。然而,泰戈爾雖然對甘地 的觀點多有批評,無所忌諱,但是對於他的品格卻極為欽佩。他從未從個人角度批評過甘地,相反,對於他為祖國所做的一切,卻一向不吝贊辭。他們之間難免會有 誤解。對此他們未必不知,但這卻絕不妨礙他們彼此直言,亦不擔心直言會帶來傷害,從而危及他們的友誼。分歧和對立,無傷于敬慕和尊崇。我們從他們的友誼中 看到了什麼是偉大情懷。這樣的情懷,在森看來,正好反映了印度源遠流長的發言、論辯、存異、寬容這一傳統的優點。
  印度人喜好爭鳴,意味著論辯環境的存在。這種環境的特點,就是寬容和忍讓,或者更準確地說,是強勢宗教對於異己教派的寬容和忍讓。以強淩 弱,非不能也,不為也。如此形成的,必是多元社會。多元社會存在的長遠意義,即在保證了通向近現代世俗主義政體的道路可以暢通。如前所述,對於強勢正統觀 念的挑戰,往往來自弱勢無權的群體。允許他們表達訴求,乃是民主政治得以建立的基礎。印度今天奉行的世俗主義的現代民主體制,就是這樣建立起來的。這是森 的邏輯。這也是印度社會發展實際走過的道路。森對於印度當前存在的弊端批評毫不容情,但是談到自己祖國的民主制度,他卻頗為自豪:政黨在贏得選舉之後執 政,在輸掉選舉之後走人。媒體一直大體自由,新聞界一直持續報導、審視並抗議。公民權利一直被認真對待,法院在追究違法行為方面一直相當積極。軍隊一直安 穩地駐紮在兵營之內。(《與命運之神的幽會》)這裏他所說的,正是民主制度的要件。凡是宣稱已經實現民主的,都須一一檢點。缺一不辦,即是欺誑。

  民主制度是與公眾議事和互動說理密切相關的。”“民主就是讓公眾講道理。(《慣於爭鳴的印度人》)沈默是社會公正的強大敵人。(《不平等、不穩定與不平之鳴》)政治——與教會相對——意義上的世俗主義,要求國家與任何特定宗教團體分離。(《世俗主義與不滿因素》)這些就是森通過他的文章教給我們的樸素道理。 或問這樣簡單的道理難道要教?面對印度的對話文化(《印度:大與小》),以及由此文化傳統發展出來的健康體制,反觀我們自己已經有人深刻總結的表態 文化檢討文化宣傳文化 差距不是一星半點,聽他的話,仔細想想,不會學不到什麼的。
  
  四、窮人的經濟學家  
  阿馬蒂亞森在中國知名,還在於他有著另一個傳遍世界的稱呼:窮人的經濟學家。有了這個稱呼,倒好像經濟學家站起隊來,有了窮富歸屬。果 有其事嗎?試看中國經濟學界佔據要津的名家都在做些什麼:有主張福利制度和最低工資規定純屬多餘的;有主張血汗工廠能提供就業機會,有利於社會穩定的;有 主張改革中損失最大的是領導幹部,故應重點補償的;有稱八億農民和下崗工人為巨大財富,是他們保證了少數人的享樂,故應維持現狀的;有主張黑窯存在是社會 主義初級階段的必然現象,社會發展必得有人(當然包括被騙農民、童工、智障者)付出代價(當然包括血和生命),故有促進社會發展之功的。這些人,倘予歸 類,恐怕的確非富人的經濟學家莫屬。所有他們的說法,無一不以無情的經濟有其自身規律為立論基礎,要求將客觀分析與情感流露劃分開來。這個說法,我們一直相信。但 是,自有阿馬蒂亞森出來說話,我們才知道,事情原非如此。他所研究的福利經濟學致力於把道德評價標準應用於經濟制度,主張經濟學與倫理學相結合,發揮經 世濟民的作用。在他那裏,經濟學並不是冷冰冰的鐵則,而是可以有人文關懷的。他認為,恰恰是現代經濟學狹隘地理解了亞當斯密關於人類行為由一隻看 不見的手主宰的話,致使倫理學的重要性被大大淡化,導致了自身理論上的缺陷。因此,經濟學的貧困化主要是由於經濟學與倫理學互相脫離造成的。他呼籲關注真實的人。作為最基本的社會評價標準,森將自由擺在了極端重要的地位上(《理性與自由》中譯本前言)。從福利的角度出發,對於一個合理制度提 出的起碼要求是:個人選擇的最大自由、公平的收入分配,以及每個人都能達到最適宜的生活水平。只要注重了人,他相信,甚至極其貧窮的國家也能夠提高其最 貧苦人民的福利。實際上,將發展視為目的並無意義;經濟發展就其本質而論,在於自由的增進1972 年諾貝爾經濟學獎獲得者肯尼士阿羅介紹森的理論)。

  作為普通人、門外漢,經濟學的深奧理論我們無法弄懂。不過,有個實事我們清楚:我們不研究經濟學,但經濟學研究我們。於是,我們便很想明白 掌握這門理論的學問家是怎樣看待我們的,進而把我們的權益置於何處。自從知道了阿馬蒂亞森和他所代表的有良知的經濟學家,便更想回過頭來,仔細看看這廂 的情形。結果如前所述,而約略看清的也只有兩點。其一,經濟學傾向不同,往往南轅北轍:有向善的經濟學,也有附勢的經濟學;有獨立的經濟學,也有定做的經 濟學;有俯恤民瘼的經濟學,也有仰承鼻息的經濟學。正邪美醜,畢現於其公開言論之中。其二,本地經濟學家,那些長袖善舞以入主流,故能立於不敗之地的,頗 有人于媚權圈錢之餘,力主繼續視平民如土芥,否則為富不仁者遊狎無度,朱門客散後,無人埋單。

  情形如此,我們再把目光投向阿馬蒂亞森,這才更深地體會到,為什麼有中國學者稱他最親切的經濟學家。我們也想起了瑞典皇家科學院 1998 年諾貝爾經濟學獎公告中的言詞:阿馬蒂亞森就福利經濟學中若干基本問題做出了一系列關鍵性的貢獻。通過對於經濟學和哲學手段的綜合運用,他把倫理因素 重新納入了至關重要的經濟學問題討論之中。於是我們知道了我們在哪里滯後,如果僅屬滯後,而非其他的話:在我們的主流那裏,只有不加掩飾的權力金錢,而沒有合乎人性的倫理道德。森的經濟學是切 於實用的,世界上很多政府和國際組織都在處理糧食危機等問題上接受了他的理論。他的理論可以使一個社會中最大多數人的福利得到最大限度的提高,因此 中國遲早還須在實踐上加以借鑒。

  前聯合國秘書長科菲安南在談到森的《以自由看待發展》一書時,曾經對他做過如下評價:世界上的窮人和被剝奪者,在經濟學家之中不可能找到 比阿馬蒂亞森更旗幟鮮明也更有見地的鬥士。通過表明我們的生活質量不應以我們的財富而應以我們的自由為標準來衡量,他的著述已使發展理論及實踐發生了革 命性劇變。這個評價無疑十分中肯。他的著作不斷地介紹到中國來,說明他的價值已經被中國人裏有眼光的人士認識到。

  《慣於爭鳴的印度人》是一本為基本瞭解印度,而又希望深入認識它的讀者準備的書。由於作者融貫印歐,積學深厚,而寫作風格又異常嚴謹,遣言 務求精當,立論必使有征,所以它也是一部內容豐富的學術著作。譯者劉建先生于印度歷史、文化、社會、文學等研究領域浸淫經年,著述頗豐且卓有識見。此外, 他精通英語,長於譯事,曾有多種哲學、經濟、文學等方面的譯作問世,著筆每求貼切雅馴,從不以樸示人。此書沿襲了他的一貫譯風,譯文考究,不辱原作。

  阿馬蒂亞森是一個充滿情趣的人。問及他怎樣消閒,他說:多覽群書,樂與人辯。那麼,就讓我們聽聽這位好辯的印度人是如何議論他那好辯的印度同胞的。
